Collaborating on the European cloud: Leading cloud providers launch public consultation (call for comments) on the SECA API until September 15
All European cloud providers, software developers and engineers, infrastructure players, system integrators, and management consultants will have the opportunity to participate in a formal Request for Comments (RFC) process.

Berlin / Mailand, 08 July 2025. At a time when Europe's digital sovereignty is under increasing geopolitical and economic pressure, the “Sovereign European Cloud API” (SECA API) initiative is entering its next decisive phase. The founding members, Aruba, IONOS, and Dynamo, have published a call for comments with a clear message: now is the time to create a truly open, interoperable cloud standard for Europe. Interested parties can participate in the further development of SECA until mid-September.
The SECA API is an important building block for Europe's digital independence. The initiative, which has already received considerable media attention and is being closely followed by industry players, has gained significant momentum across the continent. It is a fundamental component of the emerging EuroStack and can support and complement national efforts such as the Germany Stack. In addition, the SECA API can advance the IPCEI-CIS project. By providing a modular, open interface for cloud infrastructures, the SECA API aims to bring Europe's fragmented cloud landscape onto a common footing through genuine, verifiable interoperability, rather than just guaranteeing digital sovereignty on paper.
Just a few weeks after its public launch, the SECA API has now entered the “Participation & Interaction” phase. As part of a formal RFC (Request for Comments) process, all European cloud providers, software developers and engineers, infrastructure players, system integrators, and management consultants now have the opportunity to participate.
“SECA API is not a solo initiative – and that was never the intention,” writes Achim Weiß, CEO of IONOS, in a public letter. “We must stop competing with hyperscalers on their terms and start leading on our own terms. If we don't build the standard, someone else will – and it won't be what we want.”
“Now is the time to continue shaping the future of the cloud and promote solutions based on European values. With the public consultation on the SECA API, we are inviting the entire industry to join us in creating and advancing a truly European cloud based on collaboration and common principles,” commented Stefano Cecconi, CEO of Aruba.
"Europe's disadvantage is fragmentation. Our providers have the skills, innovation, and capacity – but they lack customers. Without closing this gap, we cannot meet the growing demand of the common market. SECA offers a pragmatic path to interoperability between providers, builds trust, and enables seamless integration. Dynamo supports SECA because it promotes a collaborative ecosystem where providers remain independent and are stronger together. We invite CSPs, ISVs, system integrators, and end users to help shape SECA into a widely adopted industry standard," said Francesco Bonfiglio, CEO of Dynamo.
New features in Phase 2: Call for comments and RFC framework
With the launch of the SECA API RFC process, the entire cloud community—from independent developers to established providers—has the opportunity to help shape the future development of the API.
Participants can:
- Propose features, improvements, or enhancements via a public GitHub RFC repository
- Join working groups on interoperability, security, and governance
- Adapt technical innovations to EU regulations such as the Digital Markets Act, the Data Act, and the AI Act
- Provide SDKs, CLI tools, and test frameworks for shared use

This open RFC strategy positions SECA API as Europe's first jointly developed cloud interface standard that offers technical integrity and regulatory compliance from the outset.
Why SECA API is important – and why now
The SECA API initiative was launched to offer a genuine alternative to vendor lock-in and, as part of this process, to ensure effective legal protection against interference from non-European countries. The SECA API is based on OpenAPI and is tailored to the European legal and compliance framework. It enables:
- Seamless interoperability between different providers and platforms
- Modular deployment (control plane + data plane)
- Faster introduction through integration into existing cloud stacks
- Clear separation of roles, enabling national or regional rollouts
The API is already available – without license fees or proprietary restrictions.
